The Cambodian Alliance of Trade Unions (CATU) is an independent trade union organization dedicated to promoting and protecting workers’ rights, freedom of association, collective bargaining, gender equality, social justice, occupational safety and health, and decent work in Cambodia. CATU works closely with workers, trade union leaders, civil society organizations, national stakeholders, and international partners to strengthen labor rights and social dialogue.

CATU is seeking a qualified and committed Program Officer to support the implementation, monitoring, and reporting of labor rights, trade union development, gender equality, and workers’ empowerment programs. The Program Officer will play a key role in coordinating project activities, engaging with workers and union leaders, and preparing reports.

Key Responsibilities

  • Coordinate and implement project activities according to approved work plans and budgets.
  • Organize and Coordinate training workshops, study circles, outreach activities, and meetings.
  • Provide technical support to local union leaders and workers participating in project activities.
  • Ensure project activities are implemented effectively and on schedule.
  • Monitor project progress and collect relevant data and documentation.
  • Maintain activity records, participant databases, and supporting evidence.
  • Prepare narrative reports, activity reports, success stories, and case studies.
  • Support donor reporting requirements and project evaluations.
  • Represent CATU in meetings, workshops, and consultations when assigned.
  • Support advocacy initiatives on labor rights, freedom of association, collective bargaining, and gender equality.
  • Assist in preparing activity budgets and financial documentation.
  • Support procurement and logistical arrangements for project activities.
  • Perform other tasks assigned by Head of Program or CATU leadership.

Qualifications and Requirements

  • Bachelor’s degree in Social Sciences, Development Studies, Law, Human Rights, Labor Studies, Public Administration, Gender Studies, or related fields.
  • At least minimum 2 years of experience in project management, labor rights, trade unions, civil society organizations, NGOs, or community development programs.
  • Experience working with workers’ organizations or trade unions is highly desirable.
  • Strong understanding of labor rights, freedom of association, collective bargaining, gender equality, and human rights.
  • Excellent organizational and coordination skills.
  • Strong report writing and documentation skills.
  • Good communication and facilitation skills.
  • Ability to work independently and as part of a team.
  • Good computer skills, including Microsoft Word, Excel, PowerPoint, and online communication platforms.
